HKY Mobility Partners
HKY Mobility Partners is being established in 2026 as a specialized advisory and research firm focused on future mobility, autonomous driving, shared mobility, and urban transport governance. Its founder, Professor Keeyeon Hwang, brings a rare combination of academic depth, public-sector reform experience, international advisory work, and practical policy implementation. His record includes major contributions to Seoul’s congestion pricing, public transport fare integration, bus priority reform, and the Cheonggyecheon Restoration Project, as well as recent work on MaaS, autonomous vehicle ethics, AI-based AV safety assessment, and Driving Service Provider-based autonomous mobility governance.
Most autonomous vehicle programs remain vehicle-centric: they focus on sensors, software, safety drivers, ODDs, and demonstration permits. However, large-scale deployment requires a new governance layer between vehicles, cities, users, infrastructure, insurers, and regulators. HKY Mobility Partners proposes to develop this governance layer through the concept of the Driving Service Provider, or DSP. A DSP is not merely a fleet operator. It is an accountable operating entity that supervises autonomous mobility services, manages real-time operations, interfaces with city traffic systems, supports incident response, handles operational data, and provides the institutional basis for safety, liability, service quality, and public accountability.
